in replying to your letter to Felmer of the 21st of December last about the report from -Hong Kong on developments in the financial and economio aphere.

We see no objection to the procedure you propose both in regard to the arrangements which the administration contemplate making with the electricity com- panies and as regards the rice subsidy.
